On September 5, 2025, the White House published an executive order modifying the Annex II list for reciprocal tariff exemptions. These changes go into effect on September 8, 2025 at 12:01 am EST.
The updated Annex II list shows that there are new Harmonized Tariff Schedule (HTS) numbers in chapters 25, 26, 28, 29, 47, 71, 72 and 75 eligible for exemption from the reciprocal tariffs, while removing 8 HTS numbers from the exemption in chapter 28, 38 and 39.
The White House also included Annex III of “Potential Tariff Adjustments for Aligned Partners” which listed HTS numbers that may be potentially eligible for a zero percent reciprocal rate for countries with trade deals. Commodities include certain agricultural products, aircraft and aircraft parts as well as goods that cannot be “grown, mined, or naturally produced in the United States.”
