CBP Launches Mandatory Forced Labor Portal for Import Review Submissions

In Cargo Systems Messaging System CSMS # 67466320, U. S. Customs and Border Protection (CBP) announced the launch of its new Forced Labor Portal. 

The Forced Labor Portal serves as a centralized platform for importers to submit and review requests related to shipments detained or excluded due to forced labor enforcement. Depending on the type of request submitted, reviews will be handled by personnel within CBP’s Forced Labor Division, the Port of Entry, or the Center of Excellence and Expertise.

Effective January 21, 2026, importers are required to use the Forced Labor Portal to submit the following types of reviews: 

  • Withhold Release Order/Finding admissibility reviews.
  • Uyghur Forced Labor Prevention Act applicability reviews. 
  • Uyghur Forced Labor Prevention Act requests for exception; and 
  • Countering America’s Adversaries Through Sanctions Act exception requests.
